Meet RPI’s professional team:

   

Andrew Klotz and Gabe Preston started RPI in 2000. Klotz is the firm’s managing director, and Preston is the principal analyst. As a team, they offer unparalleled service, knowledge and experience to their clients.

Managing Director Andrew Klotz has a deep understanding of the complex political dynamics of rural and resort mountain locales. He has refined this knowledge through critical experience with a rural Colorado economic development district and consulting work with dozens of county and municipal governments, including the County of Boulder and the Town of Aspen, Colorado. He has worked on dozens of projects, including: demographic projections, fiscal impact and socio-economic analyses, impact fee support studies, demographic profiling, annexation planning, growth management analysis, and regional wage and labor analysis.  He is proficient with GIS and a range of other analytical software. Klotz graduated with honors from the University of Colorado, Denver with a Masters in Public Administration and a focus on local government /land use policy analysis.

Principal Analyst Gabe Preston is a community planner with extensive practical experience and has authored a variety of comprehensive plans in small and medium-sized towns and rural counties.  Preston is known for facilitating consensus between parties with diverse interests, even in contentious settings. Preston has been retained by numerous clients as a facilitator because of his calm, even-handed, professional approach to conflict resolution. Preston also has a sound technical background, which includes developing buildout studies throughout Colorado, New Mexico, and Montana; establishing and evaluating fiscal impacts in over 50 communities; and submitting expert reports and testimony for use in decision making and land use and water court cases. Preston's graduated from St. John’s College in Santa Fe with a Bachelors of Arts in Mathematics, and received his Masters in Economic Geography from the University of Colorado at Boulder. His educational background augments his creative, analytical, and spatial planning style.

FORESEE CONSULTING

GIS, CommunityViz, & Spatial Analysis: Steve Mullen has received national recognition for his innovative use of computer technology in the public planning process. With a focus on integrating public values from community planning efforts into computer based models, Mr. Mullen received 7 national ASLA awards and numerous local and regional awards for innovation. For the past 5 years, Steve has assisted the Orton Family Foundation with the development of CommunityViz, a non-profit dedicated to providing tools for impact analysis and public decision-making. Mr. Mullen has continued to do consulting using these tools to create great plans with near unanimous support from participants, despite contentious planning contexts. Mr. Mullen was a Principal with CommunityViz in Boulder Co. Mr. Mullen is now Principal/Owner of Foresee Consulting in Lyons, Colo.

WILDLIFE AND WETLAND SOLUTIONS

Principal Ecologist: Jonathan Lowsky has more than 13 years experience with federal, state, and county agencies as well as two major universities. His career has focused on a diverse array of wildlife from bighorn sheep and songbirds to flying squirrels and spotted bats. Lowsky’s experience includes biological assessments and evaluations for National Environmental Policy Act compliance, GIS mapping and modeling, wildlife research, and wetland and riparian evaluations and restoration. He has authored numerous management plans and conservation easement baselines and published scientific papers. An expert birder, certified wetland delineator, and passionate observer of wildlife, Lowsky has spent countless hours studying and appreciating Colorado’s diverse ecological communities. He holds a Masters degree in Wildlife Biology.

SULLIVANGREENSEAVY

Legal Council: Barbara Green is a partner in the law firm SullivanGreenSeavy LLC in Boulder, Colorado. With years of experience, Green has become adept at managing emotional, politically charged intergovernmental and public involvement processes. Her clients include private and public sector entities addressing land use and development, land use litigation, inter-governmental decision-making, and environmental matters. Green graduated from Northwestern University and holds a Masters in Public Administration and a J.D. degree from the University of Colorado at Boulder.  She was admitted to the Colorado Bar in 1985. 

JAMES KENT ASSOCIATES

Networking, Interviewing, and Vision: Kevin Priester of James Kent Associates has developed and refined a methodology over the years that allows a community and the proponent of an action to benefit mutually from proposed change. By using these techniques, more than 200 communities have been able to prevent, manage, and/or reconcile disputes in a manner that has enhanced the quality of the project and of the community. Projects have included environmental assessments, environmental impact statements, public involvement programs, visioning and strategic plans for cities and regions (including the Grand Valley in 2001). 

WESTERN SLOPE CONSULTING

Davis Farrar possesses decades of planning experience and knows intimately the ins and outs of small town government. He served as town manager for Carbondale, Colorado, for 13 years during a period of rapid growth for that community. Prior to that he served as planning director for Carbondale and county planner for Garfield County, Colorado. He holds a Master’s degree in Geography, with a specialty in planning and land use, from the Arizona State University at Tempe.

AUSTIN CIVIL GROUP INC

Engineer:   Austin Civil Group, Inc. has developed an experienced and multi-disciplined staff of licensed professional engineers, engineering technical designers, construction inspectors, and administrative personnel to meet specific project needs. Mark Austin, P.E., President, has over 17 years of experience in the design, management and construction of public and private projects. Austin serves as the Town Engineer for the Town of Parachute, Town of Debeque, and Ouray County.
